  1. Statement of Environmental Effects (SEE / SoEE Report): The SoEE Town Planning Report is a core component of a development application, and provide assessment of the development proposal against the requirements of the EP&A Act 1979, other NSW Leg

Our town planners will prepare specialist town planning reports, to support your DA, such as:


  1. Statement of Environmental Effects (SEE / SoEE Report): The SoEE Town Planning Report is a core component of a development application, and provide assessment of the development proposal against the requirements of the EP&A Act 1979, other NSW Legislation and EPI such as SEPP, LEP, Master Plans, DCP, VPA. The SoEE Report also must address issues as relevant to each land-use development including but not limited to architectural design, acoustic (noise), access & accessibility, bushfire, contamination, crime prevention / CPTED, environment, flooding, fire safety, heritage, National Construction Code (NCC) / Building Code of Australia (BCA), landscaping, parking, pollution, traffic, stormwater drainage, structural, sustainability, residential amenity (privacy/overlooking, overshadowing, view loss etc.
  2. Environmental Impact Statements (EIS):  Similar to the SoEE Report, but relates to large-scale Major DAs & Significant Developments 
  3. Review of Environmental Factors (REF): Similar to the SoEE & EIS Report, but relates to developments or “activities” subject to “self-assessment” by NSW Public Authorities (NSW Government Departments /agencies) under Part 5 of the EP&A Act 1979.
  4. Plan of Management / Operations (POM); which are needed for development applications for uses such as places of public worship (temples, mosques), businesses with late night trading or 24-hour operations (bars, clubs, nightclubs, gyms), boarding houses, child care centres, medical centres etc.
  5. Parking & Traffic Management Plan (TMP)
  6. Workplace Travel Plans (WTP)
  7. Planning Due-Diligence & Development Feasibility Report: Our town planning consultant can review Section 10.7 Planning Certificate (previously known as Section 149 Zoning Certificate) & planning legislation and Council LEP & DCP to advise on the development potential & constraints of the land, and the potential for redevelopment.   1. Heritage Impact Statements /   Statement of Heritage Impact (HIS / SoHI): HIS / SoHI are needed to accompany the Council DA for developments that are located on, within or in proximity to Heritage items or Heritage Conservation Areas

TRANPLAN Sydney Heritage Consultants will prepare specialist Heritage reports, to support your DA, such as:


  1. Heritage Impact Statements /   Statement of Heritage Impact (HIS / SoHI): HIS / SoHI are needed to accompany the Council DA for developments that are located on, within or in proximity to Heritage items or Heritage Conservation Areas (HCA).  These heritage reports are required as part of the development application (DA) documentation for developments that is within or would impact a Heritage Item or a HCA (whether visually or physically). The HIS / SoHI report provides heritage assessment by describing the heritage significance of the place and its history, how the proposed development affects / does not affect that significance, and the management measures proposed to mitigate negative impacts to that significance. 
  2.  Conservation Management Plans  (CMP): CMPs are basically Management Plans that outlines standard protocols as to how heritage items and / or and heritage conservation areas should be conserved and maintained. We can assist in preparing CMPs as part of development applications, and we can also prepare CMP on behalf of Council in fulfilling its legislative obligation for Heritage Items and HCA in their LGA.
  3. Archival Photographic Recording: As part of Council approvals for alterations & additions or demolition,  Councils frequently require the existing state/ condition of Heritage Items to be recorded with drawings and photographs before building works are carried out.  Photographic record of a heritage place or object documents it for the future, before it is lost or changed, either by progressive renovations / alterations or by the ravages of time. This requires a significant amount of photographic referencing of internal and external areas in accordance with NSW Heritage Division’s Photographic Recording of Heritage Items using Film or Digital Capture requirements which is then submitted to the relevant Council and/or NSW Heritage Office.
